The Lagos Metropolitan Area Transport Authority (LAMATA) in 2006 engaged Integrated Transport Planning Limited (ITP) Central Milton Keynes United Kingdom to undertake the feasibility studies and planning of a transportation scheme for the 40km long Mile 12 - CMS Lagos Island corridor (one of the five identified major corridors in Lagos) for the Lagos Bus Rapid Transit (BRT) system.

Consequent upon the ITP assignment, LAMATA officially commissioned Precision Technologies Consultants Limited (PTCL) Lagos Nigeria for the World Bank financed consultancy services for the “Detailed Engineering Design and Construction Supervision / Management of BRT System Infrastructural Facilities”. The massive facilities included: 40km BRT Highway Redefined Lane Pavement Structure, Road Widening & Segregation Barriers; 28no Bus Stations; 3no Major Bus Terminals; 1nos Looped Large Bus Depot / Garage; 40km Corridor Service Lane Pavement Structure; 1050no Corridor Street Lighting & 10no Power Substations; Kerb/Curb Painting, Road Marking & Traffic Signages; 30km long Median Chain-link Barrier & Strengthened Overpasses; Stormwater Drainage System.

The project is all about having a modern public transport system at reasonable cost to the users and yet profitable to the operators using quality high capacity buses which meet international service standards, environmentally friendly, operating on exclusive lanes, at less travelling time. Apart from the fact that the Lagos BRT LITE is the first of its kind in Sub-Saharan Africa, it remains the only BRT whose cost of delivery N4.5billion is very low compared to other BRT projects in other parts of the world. The scheme provides quality, accessible and affordable mass transport system for the residents of Lagos State. It has significantly and visibly improved mobility and transport affordability in the city of Lagos through regulatory reform and by facilitation of person movement on major corridors through combination of traffic management and implementation of a high quality high performance BRT system. This is a bilateral operation type of BRT system. Such system operates Asia, Europe, Latin America, North America and Oceania. The system moves about 200,000 passengers (pax) per week-day on the Mile 12 - CMS Lagos Island corridor with some feeder routes and average of 12,000 pax per hour. The system is also planned to be integrated into the proposed Lagos multi-modal transport master plan which includes seven route rail mass transits and ferry water transportation.
